Volvo D11/D13 Cranks but Will Not Start: Fuel-Pressure Evidence

Quick answer: For a Volvo D11 or D13 that cranks without starting, preserve truck/engine identity, the last successful run, fuel-service history and complete diagnostic results. Separate fuel availability and low-pressure supply from rail-pressure, electrical and control findings. A low-pressure code or a pressure value during cranking does not by itself select a pump, injector or relief valve.

Application: The common-rail example explicitly lists 11L and 13L engines within US17+OBD16/18/19, model years 2018-2020. May 2021 FSB 237-021 has separate vehicle/build limits. The February 2025 VN(4) fuel-line case is a chassis-specific example; it establishes no D11 application. Match the installed engine and current service information.

Which D11 and D13 fuel-system applications are covered?

Volvo solution K40914241 explicitly includes 11L/13L common-rail applications. That scope does not extend its diagnostic to every D11F, D11H, D11J, D11M or D13 generation. [1]

Use the installed designation, engine serial, emissions record, chassis build and replacement history to obtain the matching procedure. A shared engine-family name does not establish common fuel hardware, test limits or component interchange. If the application is outside the cited scope, retain the complaint and use its own service information.

What should the D11/D13 starting report begin with?

State whether the engine actually turns, turns but never starts, starts and dies, or restarts only under certain conditions. Record the last normal operation, hot/cold behavior, fuel level indication and any recent filter, tank, line, electrical or engine work. Include whether the complaint began immediately after that work.

Use the Volvo D11 identification guide or the retained Volvo D13 identification guide for the full VIN, installed engine details and emissions/build record. Record an engine replacement rather than assuming the truck's original paperwork describes the current installation. A provider needs the actual configuration before selecting a diagnostic procedure.

Follow the matching operating instructions and the service provider's direction for further starting attempts. This guide does not supply a cranking duration, pressure target or improvised priming method. Leave work on pressurized fuel connections to the provider using the required procedure and equipment.

How do low supply and rail-pressure findings differ?

In the scoped Volvo common-rail solution, P008A concerns low supply-system pressure; P00C6 concerns low rail pressure during cranking. It calls for guided diagnosis and documented results. Neither code identifies the failed part. [1]

Finding Useful record Avoid assuming
Fuel availability concern Actual assessment, tank configuration and event history The gauge alone settles supply
Low supply pressure Full code, test location, conditions and result Every low-pressure finding needs a rail part
Low rail pressure while cranking Matched test, labeled readings and interpretation One number proves the high-pressure pump failed
Electrical/control finding Exact circuit code and localized test result A mechanical leak and open circuit are the same fault
Repair proposal Confirmed component, application and setup A suspected item is already a verified order

Keep the complete scan report, active/logged status and provider's test notes together. Label the source and conditions of every measurement. If a later test changes the conclusion, retain both records and the explanation, rather than forwarding only the first highlighted code.

Can a fuel gauge reading hide a chassis supply problem?

In the specific VN(4) case published February 20, 2025, CBR-2431-2 covers chassis built until January 17, 2025. It describes incorrect right-hand tank supply/return-line configuration, loss of prime or engine dying, and a gauge still showing about a quarter tank when fuel has run out. P008A00 may accompany that case. [3]

This is a reason to identify and evaluate that chassis supply arrangement. It establishes no D11 application and does not diagnose every D13 from its gauge reading. Ask whether the provider confirmed the truck is in scope and inspected the actual configuration. Do not rearrange lines from a generic photograph or apply the VN(4) layout to another chassis.

Does a relief-valve-related fault mean replacing the same valve?

FSB 237-021 Release 02, May 2021, addresses specified VAH/VHD/VN D11/D13 vehicles built November 14, 2016-May 4, 2020. It distinguishes ePRV internal leakage from an electrical concern and lists P009B-13, Fuel Pressure Relief Control Circuit Open. The bulletin describes a coordinated hardware and programmed repair, with an additional sensor/connector assessment. [2]

Have the provider verify current applicability, installed configuration and any prior repair before requesting parts. The phrase "delete kit" in this dated manufacturer fuel-rail bulletin names that scoped service strategy; it is not an instruction to bypass a fault, remove emissions equipment or improvise a modification. The actual matched repair and required setup must be confirmed.

What should accompany a D11/D13 starting-parts request?

Send the VIN and installed engine information, complete codes, relevant service history, test results and the provider's confirmed component description. Ask which findings establish the failure and which parts, seals or programming are required together. Volvo's PartsASIST uses VIN and vehicle details for parts search; preserve those identifiers with the actual component markings. [4]

Use the fitment verification form when a match remains unresolved. If the diagnosis is still open, say so clearly. Keep D13 coolant-loss and warning evidence separate when it is also present, and ask how the completed starting repair will be checked under the conditions that originally produced the complaint.

Common Volvo D11/D13 starting questions

Does P00C6 prove the high-pressure pump is bad?

No. It describes low rail pressure while cranking in the scoped common-rail example. Diagnose the cause.

Is P008A the same as low rail pressure?

No. P008A concerns low supply pressure in the cited common-rail solution. Keep the test findings with the code.

Can the gauge show fuel while the engine loses prime?

The cited VN(4) bulletin describes that specific scoped case. The provider must establish applicability and inspect the actual supply arrangement.

Does the May 2021 ePRV bulletin apply to every D11 or D13?

No. It states vehicle, engine and build-date limits. Confirm current service information and whether a prior repair changed the installation.

What if starting trouble began after filter service?

Preserve exactly what was changed and when the first failed start occurred. Supply that history with the diagnostic report; it does not alone identify a failed component or authorize an improvised priming procedure.

Does this guide apply to every D11 fuel system?

No. The common-rail example has stated emissions/model-year limits. Obtain the procedure for the installed engine and fuel system.
